Seventh Framework Programme (FP7)

The multi-annual Framework Programmes have been the European Union’s main instrument for funding research and development since 1984 – as provided for by the Treaty establishing the European Community. The current programme, Framework VII (FP7), began in 2007 and will run till 2013. Framework Programmes prior to this one have been conceived for a period of five years.

There is a total budget of €50,521 million for FP7. This is a significant increase in the Community research budget, with a yearly average of around €7 billion. FP7 was launched with a small budget for 2007, but will then increase gradually each year to reach €15 billion in 2013.

FP7 presents strong elements of continuity with its predecessor, FP6, mainly as regards the themes which are covered in the Cooperation programme. The themes identified for this FP7 correspond to major fields in the progress of knowledge and technology, where research must be supported and strengthened to address European social, economic, environmental and industrial challenges. The overarching aim is to contribute to sustainable development. The 10 high level themes for EU action are the following:

  1. Health
  2. Food, Agriculture and biotechnology
  3. Information and communication technologies
  4. Nanosciences, Nanotechnologies, Materials and new Production Technologies
  5. Energy
  6. Environment and Climate Change
  7. Transport and Aeronautics
  8. Socio-economic sciences and the humanities
  9. Space
  10. Security
